ISS and ISS West Africa, in collaboration with the child protection authorities of Burkina Faso, have been implementing since 2018 a pilot programme of specialised foster families for children living with disabilities. After six years of implementation, ISS has undertaken a capitalisation process to analyse and document this pilot experience and identify the main lessons learned, with a view to strengthening and potentially scaling up the project at a national level.

This study was carried out in Côte d’Ivoire in 2023 among families of disabled children who had decided to separate from their child, and among professionals in various care structures. This report attempts to identify the circumstances and causes of separation, as well as the types of placements preferred. Investing in the strengthening of families and alternative family-type care measures, by putting the needs of children at the heart of the approach, is crucial if we wish to promote the development of each child whatever their specificities and needs. The Child Protection Authorities of Ivory Coast through the Directorate of Child Protection (DPE) are committed in this direction. DPE requested and contributed to the realization of this evaluation carried out by International Social Service (General Secretariat based in Geneva) in partnership with SSI France, SSI West Africa and the Ivorian NGO Vie Saine.
The objectives of this evaluation are multiple, it aims firstly to obtain a picture (as objective as possible) of the situation of disabled children deprived or separated from their families or at risk of being so and of the replacement protection available for these children. This evaluation, which includes numerous recommendations, will help guide DPE in the development and implementation of its deinstitutionalization policy, ensuring that disabled children are not left behind.

The Technical Guidance on Family Reintegration Procedure in Haiti is a practical guide for the social workforce from the State, Civil Society Organisations and NGOs working with children separated from their families and being placed in residential care institutions or in other forms of alternative care in Haiti. It promotes the development of a well-connected, regional and national network of child protection professionals, and proposes an eight-step procedure to deliver quality reintegration plans in the specific context of Haiti.

This tool offers a child-friendly way to collect and keep all relevant information relating to the life story of the child (main stages of his or her development and progress, important life events) and is a tool for the professionals to address with the child-sensitive issues (about his/her origins, the reason for the placement). The Lifebook is also a support for the preparation of the child for the life plan designed for him or her. A digital version of the Child Life book is in process and will be soon available.
