Free text In view of the recommendations established in the report, Description and Assessment of the Administration of Romania's Social and Welfare Systems for Children and Families, issued after a study commissioned by UNICEF in 1996, a training programme was created to assist the Commissions for the Protection of Minors and the local Tutelary Authorities in Romania to improve their working methods. The stated goals of this programme were: "To strengthen community-based, family focused services to children and families with special needs in order to promote the return of institutionalized children to their biological families (or to substitute, permanent families where the latter is not possible) and to prevent the future institutionalization of children whenever possible."
