Free text Report of the Fourth Global Consultation on Child Welfare (August 13-15, 1997, Cebu City, Philippines). The document contains: 1 - The Inter-Country Adoption Board (ICAB is the Central Authority under the THC): Update and Status Report presented by Dr. Lourna Teresa R. Laraya, Acting Executive Director of ICAB; this update is followed by questions and answers, product of an Open Forum on the information provided. As part of Workshop I on Socio-cultural values affecting placement of children and Workshop II on Issues and concerns on childcare and placement: - Cultural Factors in Childcare and Placement: An Overview by Paul Healy, Field Director of the Children's Shelter of Cebu. - A Follow-up Study of Filipino Children Adopted by Victorian Families by Professor Cliff Picton, La Trobe University and Sister Mary Amor Samonte, Member, Intercountry Placement Commitee; this study follows up a group of children adopted from the Philippines by Victorian families (Australia); interviews included parents and children of different age groups, family activities and relationships, degree of integration, feelings about adoption, etc. - Cultural Factors in the Adoption into the USA of Philippine Children Ages 2-15 by Mary Lou Eshelman, Philippine Program Coordinator, Wide Horizon for Children, Inc. Presentations by Maria Paz de Guzman, Executive Director of the Parenting Foundation of the Philippines, Member of the ICAB and Ketil Lehland, Executive Director of Adopjonsforum, Norway responded and commented on Paul Healy and Cliff Picton's contributions. Contribution by Jan Mabasa, Director of International Alliance for Children (and adoptive father of a Filipino child) : Bonding and Disruption (1) is a denounciation of the conditions that still exist in institutions for abandoned children in the Philippines. On the subject of Bonding and Disruption further presentations by Veronique Job, Chairman, Les Amis des Enfants du Monde and Minnie B. Dacanay, Social Work Supervisor, HOLT International Children's Services; Glens Gayfer, Adoption Program Coordinator and Philippine Program Manager, Inter-Country Adoption Resource Network (ICARN) .
