Free text This guide aims to bring together the key messages in regulations, standards and inspections about fostering panels and to offer good practice points to agencies in the operation of effective panels. It should be used in conjunction with BAAF’s publication, Effective Panels (Lords et al, 2000), in which comprehensive guidance is provided regarding the role of adoption and permanence panels. Adoption panels in England that consider permanent fostering must comply from 1 April 2002 with the Fostering Services regulation. Many of the requirements for fostering panels mirror the process for approving adopters. Much of the government guidance provided for adoption panels is equally applicable to fostering panels.
