Article that describes and evaluates the multisystem permanency planning activities of the Kentucky Adoptions Opportunities Project (KAOP) whose goal was to facilitate permanency planning for high-risk children who were thought most at risk of spending undue time in the child welfare system with frequent shifts within foster homes. The activities of this project were centered on three goals: 1- risk assessment using the court's Risk Assessment Matrix and concurrent planning - early placement of a child in a kin or foster/adoptive family willing to accept permanent custody if reunification plans failed; 2- one child/one legal voice which assigned a dedicated project attorney to deal with the case from filing of the dependency action to permanency; 3- early placement in a foster/ adoptive or kinship home. Cross-training of all actors including site coordinators, judges, attorneys, foster care review board members, etc was assured throughout the project.
