Free text The authors analyse the changes in residential care of children in England over a decade. This study is a follow-up on an earlier investigation undertaken in the 1980's and which examined residential services provided for children and young people in three different regions of England. They report varying quality of care in the vastly reduced number of facilities remaining, areas of improvement and areas that have deteriorated, with statistical analysis showing a link between quality (including staffing stability reflecting in their morale) and objectives that heads of homes can state for their establishments.
