Drawing up a plan for interventions and desired outcomes is essential for all parties to know what to expect, particularly the children who "...have the right to clearness and security of their relations to their caretaking adults". Maintaining contact and reintegration of the child in his family of origin should be the first concern. Emphasis is placed on acknowledging the importance of "psychological parenthood" and bonds developed by the growing child, either with biological parents (before state intervention results in removal of the child), or with substitute foster parents when considering permanent placement for the child. |
