Free text This paper aims to compare orphans' development in two different care systems in orphanages and in traditional foster care in Iraqi/Kurdistan. According to this study the both systmes revealed significant deterioration in the total competence score and improvement in psychological problems in both samples. The two systems revealed more similiarities than differences, the foster care showed better outcomes over time in some important variables. This study indicates the ability of the foster care to provide more suitable conditions than orphanages in taking care of orphans.
