Free text Explores the implications of the movement to provide stable, continuous care to children and raises the issue of whether all children in need of placement will invariably benefit. For the author, it is dangerous to represent the permanency planning movement as a panacea for problems related to foster care. Programs developed too quickly and on too large a scale may fall and failure to deliver on unrealistic promises of change may produce a backlash that can impede the goal of continuous care for children. As conclusion, he proposes that the key may be the continued development of demonstration projects adapted to local conditions and concerned with the full range of children in need of permanent placement
