Free text Statement of principles to be followed in intercountry adoptions from the USA elaborated in 1977 by the Joint Council on International Children's Services from North America. The stated philosophy is one that upholds children's rights and interests throughout the adoption process, including statement of the need to encourage in-country adoptions in addition to the promotion of " programs designed to provide services to strengthen the biological family and ... strengthen child welfare services within (the) country " . A second part to this document: The Practice and Procedures of Inter-country Adoption Organizations, with sections on pre-adoption study, child study, placement and post-placement. Chapter on the relationship of inter-country adoption groups to child welfare services in other countries from which children are placed.
